It’s getting tough to keep track of Rudy Giuliani’s unhinged Fox News appearances.

Monday night, he was on Hannity and trotted out not one, but two, new conspiracy theories — one about Obama ordering Hillary Clinton to collude with Ukraine and another about George Soros. It might seem like it would be hard to top that, but Giuliani went on Laura Ingraham’s show on Tuesday night and did his level best by insisting that he was going to sue Congress.

Yes, Giuliani is convinced that he can bring a lawsuit against House Democrats for their brazen crime of investigating Trump’s dealings with Ukraine. His legal theory, at least at this moment, is that “they’re interfering with the president in exercising his rights under Article II: The president United States conducts the foreign policy of the United States.”

Giuliani is correct about the contents of Article II, but then things go a little sideways. He went on to explain “They’re calling foreign leaders. They are going to foreign capitals.” It’s unclear if Giuliani thinks that Democrats are calling foreign leaders and going to foreign capitals, or if he is referring to Trump and his globetrotting attorney general, William Barr.

Regardless, there isn’t any fashion in which this can be considered interfering with Trump’s Article II rights. Trump has the right to conduct foreign policy — not the right to never be scrutinized for his actions. Additionally, demanding that foreign leaders help you dig up dirt on your political opponents isn’t conducting foreign policy — it’s misusing your office for political gain

When he decided to text a CNN reporter about his plans, he said he would file a lawsuit against “the swamp.” Well, he actually said he’d file a “jaw suit” but hopefully even Giuliani knows that’s not a thing. When asked where one would sue the swamp, he replied “federal court.” That’s also probably not a thing.

Besides being bad at the law, Giuliani is also devoted to a man that is not equally devoted in return. A new Wall Street Journal piece details the many ways in which Trump is casually mean to Giuliani, including bashing him and demanding he stand elsewhere during Steven Mnuchin’s wedding and calling him “low energy” for his post-Access Hollywood television appearances.

In the end, Giuliani and Trump deserve each other, but the rest of us shouldn’t have to put up with either one of them.
